Is a Police Character Certificate required?
The published common-document list for China visa applications in Pakistan includes a Police Character Certificate apostilled or attested as applicable. Apostille replaced consular legalization
The Apostille Convention entered into force between China and Pakistan on 7 November 2023. The Chinese Visa Centre announced that from 21 July 2025, the Chinese Embassy and Consulates-General in Pakistan discontinued consular legalization services for documents within the Convention’s scope.
Pakistani public documents intended for use in mainland China generally require an apostille from Pakistan’s issuing-country process rather than the old chain of Chinese consular legalization. Consult Pakistan’s Ministry of Foreign Affairs for the current apostille procedure.

Step-by-step PCC preparation
1. Obtain the certificate from the competent authority
Use the official police or government channel applicable to your permanent address. Ensure the certificate covers the required identity and residence period.
2. Check personal information
Verify:
- Full name
- Father or spouse name where shown
- CNIC number
- Passport number, if included
- Date of birth
- Permanent and current address
- Certificate number
- Issue date
The data should match the visa form and identity documents.
3. Scan the QR code yourself
Use at least two devices or QR-reader methods. The result should display the same applicant’s certificate or a verifiable official record.
A QR code that only opens a generic website without identifying the certificate may not be enough. A code that opens another person’s record is a serious error.
4. Save proof of successful verification
Keep a screenshot or PDF of the verification page for your own file. The authorities will perform their own checks; your screenshot does not replace online verification, but it helps identify problems before submission.
5. Obtain the required apostille
Follow the Ministry of Foreign Affairs of Pakistan procedure. Make sure the apostille is attached to the correct original document and that certificate numbers match.
6. Upload a clear complete scan
Scan all pages, stamps, apostille sheets and reverse sides containing relevant information. Avoid compressed WhatsApp images.
7. Bring the original when required
Online approval is only preliminary. The Centre can request the original certificate and apostille at offline submission.

- A business invitation may have a reference number, barcode or verification feature.

A valid QR code on one document does not validate another document. Check every item separately.
